Is there a reliable way to get around the 32GB partition-size limit when formatting to FAT32 in Windows?
Not a high priority, but if it's possible, it'd be nice.

I don't think there is a way that is naturally supported. There are workarounds, but I imagine the "reliable" in your sentence is pretty important.
Why do you need a FAT32 partition?

You could make several partitions.
But that would be smacktarded. Please stop using Windows 98. :(
