how to create a banner?

hello, i need to create a banner like an ad or something, after which i need the html code for it...does anyone know of any places where i can create this or how to create this? it would be something basic like a logo on a colored background...im a major noob at html and that stuff. and is there a way to extract html code from word documents, jpg's, or pictures created in ms-paint...??? remember im retarded with this stuff...thx
